
Rep. Francisco “Kiko” Benitez (Neg. Occ., 3rd District) ranked No. 1 with a score of 88.2 percent in the recent independent and non-commissioned “Boses ng Bayan” job performance survey of Western Visayas representatives conducted by the RP-Mission and Foundation Inc. (RPMD).
Six other Negros Occidental and Bacolod representatives also made it to the top 10, the survey results showed.
Benitez ranked No.1 with two other WV representatives – Lorenz Defensor (Iloilo, 3rd District) and Jam Baronda (Iloilo City).
The other representatives from Negros in the top 10 list are:
*Rep. Mercedes Alvarez (Neg. Occ., 6th District) – second;
*Rep. Juliet Marie Ferrer (Neg. Occ., 4th District) – third;
*Rep. Alfredo Marañon III (Neg. Occ., 2nd District) – fifth;
*Rep. Greg Gatasaya (Bacolod City) – seventh;
*Rep. Emilio Yulo III (Neg. Occ., 5th District) – eighth; and
*Rep. Gerardo Valmayor (Neg. Occ., 1st District) – tenth.
The survey criteria included district representation, legislation, constituent service, ethics and accountability, and accessibility and responsiveness, the RPMD said.
District representation evaluates how well the representative represents the interests of their District or constituency. Legislation assesses the representative’s performance as a legislator, while constituent service evaluates how well the representative serves their constituents. Ethics and accountability assess the representative’s adherence to ethical standards and accountability as a public official, and accessibility and responsiveness determine how accessible and responsive the representative is to their constituents, it added.
“These survey parameters or criteria provide a comprehensive way to assess the performance of district representatives or members of Congress, ensuring that they are accountable and effective in serving their constituents. By regularly evaluating our elected officials using these parameters, we can hold them responsible and ensure they effectively fulfill their duties,” the RPMD said.
The survey was conducted per district February 25–March 8 with 10,000 respondents who were registered voters.
The sampling margin of error is ±1 percent with a 95 percent confidence level. They were randomly chosen, and the number of respondents per District was distributed proportionally based on official voting population data, the RPMD said.*
