Victorias City Mayor Javier Miguel “Javi” Benitez outlined the gains of his administration and thanked his constituents for their support in his state of the city address delivered at the Victorias Public Plaza Monday night, May 5.
“We have strengthened governance, prepared citizens for emergencies, provided them with shelter and a peaceful community, supported their education, as well as their health, and boosted the local economy,” he said of his term as mayor of Victorias.
Benitez, who is running for representative of the Third District of Negros Occidental, assured his constituents hat he is not abandoning them.
“I am not leaving you all together, if destiny allows, I will be your congressman. I will be your champion in Congress. I will be your representative to the national agencies, so that they can better know Victorias City and other towns and cities in the Third District and we can lobby for more projects,” he said.


Benitez said if elected congressman he will carry out his Asenso Plus vision that will bring more improvements to Victorias City and the rest of Third District.
“We will build Metro Third Learning Centers, a tourism road network, flood control throughout the district, day care centers, and many more,” he said.
Benitez said under his six-point development agenda framework, his administration prioritized dynamic governance, dignified human settlement, disaster resilient communities, a diversified economy, education for all, and a universal health care plan for the people of Victorias.
“After receiving more than 138 citations and awards representing our city from various national, regional, and provincial award-giving bodies and agencies, I hope that I have done in my full capacity everything I promised you”, he told his constituents.*
