HRMO head transferred as complainants increase

The Negros Occidental Provincial Human Resource Management Office (PHRMO) head has been transferred to the Office of the Governor following complaints lodged against her, Provincial Administrator Rayfrando Diaz said today, March 5.

The officers and members of the Progressive Alliance of Capitol Employees, and job order and contract service workers, in a petition submitted to Gov. Eugenio Jose Lacson have called for the removal of Palic as PHRMO head for her alleged “tyrannical attitude, inhuman treatment and her being the cause of miseries on the lives of the provincial government workers.”

Diaz said there were 479 employees who signed the petition, but the number has increased to 560 and more petitions are being submitted that necessitated immediate action.

Lacson ordered the transfer of Palic effective noon today, March 5. Felomina Guzon was named PHRMO officer-in-charge and will be assisted by several team members, Diaz said.

“The purpose is to allow an independent group of people to look at the allegations of the union. We would also like to prevent somebody from using their position or authority to take revenge on the petitioners,” Diaz said.

In 2019, a similar petition was also lodged by PACE against Palic, but since Lacson had just assumed his post he asked the union if they could hold in abeyance their petition, Diaz added.

They wanted to give Palic a chance to be pro-employee, but the complaints have continued, he said.

So she has been transferred by the Office of the Governor, which was also done during the term of former governor Alfredo Marañon, he added.

“This is the second time this has happened to her and I think she should also listen to the sentiments of our employees,” Diaz said.

Palic has been assigned to oversee the provincial government’s takeover of the Negros First CyberCentre, he said.

“We want to give her another chance to take on a new role,” Diaz said.

Meanwhile, complaints on the delay in salaries and benefits by employees will be addressed by the team assigned at the PHRMO, he added.*
