Ninety-eight members of the House of Representatives, including three from Negros Island, were commended for maintaining perfect attendance in all 39 plenary sessions during the First Regular Session of the 20th Congress, which ran from July 28, 2025, to June 3, 2026.
House Resolution No. 1394 named Rep. Julio Ledesma IV (Neg. Occ., 1st District), Rep. Emilio Bernardino Yulo (Neg. Occ., 5th District), and Rep. Janice Degamo (Neg. Or., 3rd District) among those with perfect attendance.
Authored by Speaker Faustino “Bojie” G. Dy III, Majority Leader Ferdinand Alexander A. Marcos, Minority Leader Marcelino C. Libanan, and Deputy Minority Leader Jonathan Keith Abalos, the resolution recognized the lawmakers for their exemplary service.
“A perfect record of attendance in plenary sessions demonstrates a firm commitment to actively represent the voice and interests of one’s constituency in any legislative discourse, debate, or division of the House,” the resolution stated.
Abalos, who also serves as Chairman of the House Committee on Ethics and Privileges, noted that the recognition should serve as a benchmark rather than an anomaly.
“Perfect attendance shouldn’t make headlines. Ideally, showing up and doing the work should be the norm for every public servant,” Abalos said.
“What makes this meaningful is that we are recognizing good conduct just as seriously as we call out misconduct. Based on available House records, this appears to be the first resolution specifically recognizing, as a group, all Members who completed every plenary session of a regular session of Congress,” he added.*
