Guv dismisses engineer, Palic returns to work

Gov. Eugenio Jose Lacson has approved the dismissal of an employee of the Negros Occidental Provincial Engineer’s Office (PEO) who was found guilty of administrative offenses of grave misconduct, vicious habits, disgraceful and immoral conduct, and conduct prejudicial to the best interest of the service.

Lacson approved the dismissal of Engineer Noel Barredo from the PEO from the service effective immediately, Provincial Administrator Rayfrando Diaz said Thursday, October 21.

The governor’s decision was based on an investigation report submitted by Provincial Legal Officer Alberto Nellas Jr.

The investigation report and notice of termination state that Barredo is barred from entering or approaching the vicinity of any of the offices under the provincial government.

The notice states the Office of the Provincial Administrator received an endorsement from the Provincial Human Resources Management Office, of several complaints against Barredo for action.

The notice of termination states that among the complaints were:

*The report of security guards that Barredo under the influence of liquor allegedly disturbed joggers and Zumba dancers, violated health protocols and urinated inside the Capitol Lagoon Park;

*The alleged harassment of medical representatives at the Lions Park Restaurant;

*Forcing his way into the EB Magalona Healing Center for COVID-19 patients without masks, no permission and under the influence of alcohol on September 19; and

*Exhibiting violent behavior towards personnel present at the motorpool compound of the PEO while under the influence of liquor on August 25.

He also was reported to ha have harassed personnel of the Province Environment Management Office while under the influence of liquor on October 7, the notice said.

Nellas, in the notice of termination to Barredo. said “Your past and current actions have proven that you have gone past reason and have become a danger to your peers and society”.

PALIC RETURNS

Meanwhile, Anabelle Palic, the head of the Provincial Human Resource Management Office returned to work October 4 after her 60-day preventive suspension ended, Nellas said.

She returned to her last assignment at the Negros First CyberCentre, he said.

The hearings of the administrative cases lodged against her are ongoing, he said.

Meanwhile, he said they resolved that the provincial government did not suffer any damage in the case lodged against former provincial agriculturist Japhet Masculino involving the acceptance of two grain dryers that were not according to specifications.

Their findings are that it was just simple misconduct, there was no element of corruption and the provincial government did not suffer damage as it did not pay for the equipment, he said.

The hearings of two other cases against Masculino are ongoing, Nellas said.*
