
Bacolod Mayor Greg Gasataya launched the new e-kiosk system that will digitalize the processing of Building and Occupancy Permits at the Bacolod City Government Center on Thursday, Sept. 18.
The new system enables applicants to register, submit requirements and track progress online, a press release from the Bacolod City Communications Office (BCCO) said.
Gasataya said that this is part of the city’s effort to implement a “no face-to-face policy” in government transactions, aimed at eliminating fixers and enhancing service speed and transparency.
“Not only will there be no face-to-face requirements, but the system also ensures efficiency and transparency. Our goal is to make things easier for the business sector while removing old practices,” Gasataya said.
He noted that minimal in-person steps are retained to allow OBO staff to verify the official seal of submitted documents.
The BCCO said the following is the process for building permit applications:
- Register online and upload the application.
- Submit the application and obtain a barcode.
- OBO will review documents for completeness online.
- If incomplete: a Notice of Deficiency will be issued.
- OBO re-checks documents during evaluation.
- If still incomplete: another Notice of Deficiency will be issued.
- OBO evaluates the application.
- If insufficient: resubmission is required.
- Pay the required fees.
- Building Permit is approved and released.
The following is the process for occupancy permit applications:
- Register online and upload the application.
- Submit the application and obtain a barcode.
- OBO checks documents for completeness online.
- OBO verifies documents.
- If incomplete: a Notice of Deficiency will be issued.
- OBO conducts verification and inspection.
- If incomplete: another Notice of Deficiency will be issued.
- Pay required fees.
- Occupancy Permit is approved and released.
Gasataya assured residents that the system is user-friendly, designed to be as simple as using a cellphone, even for those who are not tech-savvy.
