Only seven local government units in Negros Occidental are eligible to grant 2022 performance-based bonuses (PBBs) to their employees this year, the Department of the Interior and Local Government announced.
The Negros Occidental provincial government, Bacolod City and 24 other LGUs in the province did not qualify and cannot give PBBs.
The seven LGUs granted authority to give PBBs to their employees are Bago City, Himamaylan City, Sagay City, San Carlos City, Silay City, Talisay City and Hinoba-an.
These LGUs were able to meet the guidelines for granting PBBs for Fiscal Year 2022, as validated by the DILG, Anti-Red Tape Authority, Civil Service Commission, and Commission on Audit.
Provincial Administrator Rayfrando Diaz said the Negros Occidental provincial government was not granted authority to release PBBs because it did not pass the Seal of Good Local Governance (SGLG) in 2022.
However, he believes the province passed the 2023 SGLG and will be able to give PBBs to its employees in 2024, Diaz said.
The 2023 SGLG passers will be announced by the DILG on Dec. 14.
The provincial government is still waiting for the national government guidelines on how much in bonuses it can give job order and contract of service workers this December, Diaz said, pointing out that last year it was P5,000 each.
Gov. Eugenio Jose Lacson is asking the Sangguniang Panlalawigan to approve the release of P85 million for the Collective Negotiation Agreement bonuses of the provincial government employees, Diaz said.
The national government has allowed the increase of the CNA bonus from P25,000 to P30,000*
