Degamo files bill seeking full transparency in government projects, procurement

Rep. Janice Degamo (Neg. Or., 3rd District) filed House Bill 6772, which seeks to institutionalize a Transparent Procurement and Infrastructure Portal that will provide the public with full access to information on all government-funded projects and procurements, on Wednesday, Dec. 10.

She co-authored the bill with Rep. Leila De Lima (Mamamayang Liberal Party-list).

The measure, filed in time for the observance of International Human Rights Day, aims to prevent what Degamo described as “ghost projects, bloated contracts, secretive bidding, and buried documents” by requiring real-time disclosure of project and procurement data.

HB 6772 proposes the creation of a permanent, publicly accessible online platform covering all infrastructure projects and all procurements of goods, supplies, materials, and services.

The portal will include project names, budgets, contractors, geographic coordinates, progress reports, delays, variation orders, procurement details, delivery receipts, audit findings, and other mandated documents.

It will also feature livestreamed bidding proceedings, AI-assisted search tools, open data formats, and real-time synchronization with various agencies such as PhilGEPS, Commission on Audit, Department of Budget and Management, and Department of Public Works and Highways systems.

The bill specifies that no administration may shut down or diminish the portal without an act of Congress.

Degamo said the measure upholds transparency as a right of every Filipino.

“Never again should ghost projects or secretive bidding steal from the Filipino people,” she said, adding that the bill will ensure accountability regardless of who is in office.

Government officials who fail to upload, conceal, or tamper with required project information may face imprisonment and fines under the bill’s penalty provisions.
