Cueva calls to strengthen scouting values as Sagay hosts BSP council meeting

Mayor Leo Rafael “Bebo” M. Cueva called for stronger efforts in shaping values-driven youth as Sagay City hosted the 72nd Annual Council Meeting of the Boy Scouts of the Philippines–Negros Occidental Council at the State University of Northern Negros- Alfredo G. Marañon Hall, Wednesday,  April 8.

Cueva, a former provincial council chair and Eagle Scout, emphasized that the scouting movement remains vital in guiding the youth amid the influence of technology and changing social environments.

“We are not just building a scouting movement, we are building consciousness among the youth. I still believe that the youth is the future of our communities, and scouting is at the center of that,” Cueva said.

He added that while the times are challenging, leaders must make scouting more relevant by exposing young people to real-life experiences and strengthening their sense of responsibility and values.

The annual council meeting gathered scout leaders, educators, and stakeholders from across Negros Occidental, with around 172 participants attending the event, which included registration, opening ceremonies, reports, and election of council officers.

Acting Assistant Schools Division Superintendent Mark Anthony Tan said the gathering served as a venue for reunion and renewed commitment, noting that scouting continues to help develop leadership beyond the classroom despite current challenges.

Provincial Council Chairperson and Himamaylan City Mayor Rogelio Raymund Tongson Jr. urged members to go beyond their roles and respond to the demands of the “new normal,” calling for stronger engagement in communities.

“This is not just about responding to problems, but rising above the challenges and guiding the younger generation. We need to go deeper on the ground and assist communities,” Tongson said.

Reo. Alfredo Marañon III (Neg. Occ., 3rd District)( highlighted the long-term impact of scouting, saying the values taught through the organization—discipline, trustworthiness, and moral integrity—remain relevant as scouts take on greater roles in society.

Guest speaker Eric Dumdumaya, chief scout executive of the Iloilo BSP Council, stressed the importance of vision and resources in sustaining programs, encouraging leaders to embrace innovation, integrate technology, and promote inclusivity.

During the meeting, council updates, reports, and the election of regular members of the local council executive board were conducted, along with the distribution of awards and recognition of scout leaders.

Cueva thanked the Negros Occidental BSP Council for holding the meeting in Sagay and reaffirmed the city government’s continued support for scouting activities and programs.

“What we can do is come together and strengthen the movement. Sagay City will continue to support the programs of the council because this is an investment in our youth,” the mayor said.*PR
