Comelec to resume voter registration if SC upholds 2028 BSKE postponement

Comelec Negros Island Region Director Lionel Marco Castillano*

The Commission on Elections  is gearing up to resume voter registration should  the Supreme Court uphold the law postponing the Barangay and Sangguniang Kabataan Elections (BSKE) to November 2028, Comelec Negros Island Region Director Lionel Marco Castillano said Thursday, Oct. 22.

The postponement stems from a newly signed law by President Ferdinand Marcos Jr., which extends the term of barangay officials to five years and moves the previously scheduled Nov. 2, 2025 elections to November 2028.

Castillano said election officials are currently waiting for the High Tribunal’s decision on a petition challenging the law’s constitutionality, which is expected to be released within the month.

“If the Supreme Court rules that the postponement is unconstitutional, the filing of Certificates of Candidacy (COCs) will immediately proceed,” Castillano explained.

However, if the SC rules in favor of the postponement, Comelec will resume voter registration instead, he said.

Castillano said that the  Comelec offices will then implement a four-day workweek from Nov. 9 to March 29 in line with the government’s energy conservation measures.

Under this arrangement, poll workers will operate on a work-from-home setup every Monday.*
