Civil servants urged to serve with integrity as Sagay opens month-long CSC celebration

Sagay City opened its observance of the 126th Philippine Civil Service Anniversary with a call for government employees to strengthen integrity, compassion, accountability, and responsiveness in serving the public.

The month-long celebration began on Tuesday, Sept. 1, with a flag-raising ceremony and ecumenical prayer service at the Government Center grounds, led by Mayor Leo Rafael “Bebo” M. Cueva, Vice Mayor Narciso L. Javelosa Jr., city officials, and employees. This year’s theme is “Bawat Kawani, Lingkod Bayani: Puso, Dangal at Galing Para sa Bayan”, a press release from Sagay City said.

Guest speaker Atty. Philipp Bernard H. Capadosa, Provincial Director of the Civil Service Commission in Negros Occidental, said the anniversary should serve not only as a commemoration of the institution’s history but as a reaffirmation of the mission of every public servant.

Capadosa urged employees to uphold high standards of public service, adapt to the changing needs of communities, and remain committed to serving with compassion and accountability.

He said the Civil Service is a living testament to generations of Filipinos who chose public service and reminded employees that the true measure of their work is not recognition but the positive impact they make in people’s lives.

“Together, we move forward with pride, purpose, and unwavering commitment to the Filipino people,” Capadosa said as he challenged Sagay employees to serve with honor, lead with integrity, and help strengthen the Civil Service as a pillar of democracy and nation-building.

The opening also launched a series of activities designed not only to build camaraderie among employees but to address their health, family life, workplace wellness, and preparation for retirement.

The 2026 Inter-Color Sportsfest will open on Sept. 7 at the Sagay City Gym, featuring basketball, volleyball, table tennis, badminton, pickleball, Mobile Legends, chess, darts, and cheer dance competitions.

A lecture on “Balancing Career and Family: Reproductive Health for Sagay City Employees” will be conducted on Sept. 14 and 17 at Balay Kauswagan for women employees of reproductive age.

Regular and job-order employees aged 50 and above, particularly those nearing retirement, will participate in “Empowering Mid-Life Employees: Active and Healthy Ageing in Sagay City” on Sept. 22 and 23.

Employees will also participate in Wellness Day activities on Sept. 28 and 29, while sportsfest awarding activities, fellowship programs, and the cheer dance competition form part of the culmination activities.

The City Government will likewise offer a Mass on Sept. 17 in remembrance of the late Mayor Fortunato S. Javelosa.*
