Ceneco defers implementation of P237.9M refund to consumers

Central Negros Electric Cooperative (CENECO) announced Friday, June 17, that it is deferring the implementation of refunds to its consumers for its net over-recoveries of P237,949,425.51 incurred from February 2004 to December 2017.

CENECO said its average residential rate for the billing month of June is P12.1171/kwh, an increase of P0.9770/kwh, from last month’s rate of P11.1401/kwh.
The P0.9770/kWh rate hike can be attributed to the increase in generation, transmission and system loss charges caused by the surge in fuel rates, increase in power cost and other pass through charges such as VAT, it said.

Ervin Stan Leo Ticar, CENECO acting general manager, said that the cooperative received a Notice of Resolution issued by the Energy Regulatory Commission (ERC) on the P237,949,425 over recoveries, and a directive for it to implement the refund.

The May 23 notice stated that an official decision would be issued or promulgated shortly, Ticar said.

CENECO has yet receive the formal decision from ERC, he pointed out.

“Such being the case, CENECO filed a manifestation with a motion to defer implementation of the refund pending receipt of the official decision from ERC,” Ticar said.

He said without the official decision from the commission, CENECO is constrained to stay the implementation of the refund as only a final decision, order or resolution that is officially rendered in accordance with the ERC Rules of Practice and Procedure can be immediately implemented even pending appeal.

The cooperative would begin refunding its consumers P11 million a month over a two-year period starting this June in compliance with the ERC resolution, Engineer Norman Pollentes, CENECO corporate planning manager, had said at a press conference on June 2.

The refund is expected to be about P0.15 per kWh depending on the actual power consumption of a consumer, Ticar had said then.*
