The launching of the Panaad sa Negros Festival will be held on March 14, Negros Occidental Provincial Administrator Rayfrando Diaz said Tuesday, March 7.He said the launching will be held at the Capitol Lagoon Park or the Capitol Social Hall in Bacolod City, depending on the weather.The actual Panaad sa Negros Festival will be held at the Panaad Park in Barangay Mansilingan, Bacolod, April 17 to 23.Gov.
