Business one-stop shop opens Monday until Jan. 20 in Bacolod

Preparations are complete for the launch of the Business One-Stop Shop (BOSS) at the lobby of the Bacolod City Government Center on Monday, January 5.

The initiative, led by the city government, aims to simplify and speed up business registration and renewal processes for local entrepreneurs, a press release from the Bacolod City Communications Office said.


The Business Permits and Licensing Office (BPLO), working with multiple key city departments, will accept applications through the BOSS platform from January 5 to 20.

By co-locating all relevant offices in one venue, the program streamlines processing for requirements including Fire Inspection Certificates, Sanitation Inspection Certificates, Building Permits, and Occupancy Permits — eliminating the need for applicants to visit multiple offices to complete their transactions, the BCCO said.

BPLO Head Stela Rose Rayos is optimistic that many entrepreneurs will take advantage of the system to register or renew their businesses this year.

Business owners who pay in full qualify for a 10 percent discount on business tax, which does not apply to regulatory fees.

Services are available both on-site at the government center and online via ebpls.bacolodcity.gov.ph. On-site staff will assist applicants who are not comfortable using digital platforms.

The city satellite offices, to include the Bacolod Express Service Office at the Ayala Malls Capitol Central and Government Services Express at SM City Mall Bacolod will continue to accommodate assessment, payments and issuances of sanitary and health permits.

Gasataya previously issued a memorandum allowing early acceptance of business registrations to prepare for the BOSS rollout.

“Those who availed of advance processing may monitor their application status through the electronic tracking system to check pending clearances. They may then proceed to the City Treasurer’s Office–License Division for assessment and payment,” Rayos said.

BPLO records show 24,912 businesses were registered in Bacolod City in 2025.

Agencies participating in BOSS include the City Health Office, City Planning and Development Office – Zoning Division, Office of the Building Official, Bacolod Environment and Natural Resources Office, City Tourism Office, City Cooperative and Livelihood Development Office, City Department of Agriculture, City Veterinary Office, Bacolod Traffic and Transportation Management Department and the Bureau of Fire Protection.*
