The Bacolod Express Service Office will open at the 3rd floor of Ayala Malls Capitol Central on Monday, December 18.
The various city departments heads recently convened to finalize arrangements for the upcoming blessing and inauguration of the BESO, a press release from the Bacolod public information office said.
