Bacolod City Hall employees to receive add’l P30K bonus

Bacolod City Hall officials and personnel will receive an additional bonus of P30,000 next week.

The bonus will come from the Collective Negotiation Agreement Incentive (CNAI) amounting to P25,000, and Productivity Enhancement Incentive (PEI) amounting to P5,000, a press release from the Bacolod Public Information Office said today, December 10.

“We give all the benefits to employees based on two conditions – if there is a legal basis and if there is the availability of funds – following the guidelines set by Malacañang and the Department of Budget and Management”, Bacolod Mayor Evelio Leonardia said.

Under the budget circular of the DBM, both incentives will be released not earlier than December 15.

“With this, it means that Bacolod City has given all allowable bonuses and incentives, topped by the Performance-Based Bonus given only by selected LGUs,” Leonardia said.

Based on the request of Leonardia, the Sangguniang Panlungsod (SP), headed by Vice Mayor El Cid Familiaran, passed during their regular session yesterday Appropriation Ordinance No. 14 series of 2020 appropriating P33 million for the grant of CNAI.

Under the DBM Budget Circular No. 2020-5 dated November 4, each qualified employee will receive a maximum amount of P25,000 as a one-time CNAI for the year.

Qualified employees include regular, contractual, and plantilla casual, including retirees and newly hired personnel as determined by the Bacolod City Government Employees Union (BCGEU), the press release said.

Leonardia has issued Memorandum Order No. 120 directing all City Hall department and office heads to process the PEI of all their qualified employees. The grant of PEI has already been institutionalized based on the DBM budget circular, it said.

Under the DBM Budget Circular No. 2017-4 dated Dec. 4, 2017, employees who have rendered work for at least four months as of November 30, will be entitled to a PEI of P5,000. Those who have rendered less than 4 months will be entitled to a “pro-rated” PEI.

The CNAI and the PEI are on top of the 14th month bonus and P5,000 cash gift that the qualified City Hall employees received last November.*
