The implementation of the Alternative Learning System (ALS) in three district jails in Bacolod City continues with the renewal of partnership between the Bureau of Jail Management and Penology (BJMP) and the Department of Education (DepEd).
BJMP-Negros Island Region (NIR) Director Chief Supt. Brendan Fulgencio on Monday. July 20, signed the two-year memorandum of agreement with DepEd Bacolod City Schools Division Senior Education Program Specialist Celestino Nifras Jr., who represented OIC Schools Division Superintendent Dennis Develos, at the BJMP regional office in Bacolod.
Fulgencio said the initiative reflects the BJMP’s commitment to genuine rehabilitation by investing in the future of every learner under their care.
“Education empowers individuals to rebuild their lives with dignity and purpose. Through our continued partnership with the DepEd, we are opening more opportunities for PDL (persons deprived of liberty) to learn, grow and prepare for a productive return to society,” he said.
The agreement covers the continued delivery of the ALS elementary and secondary education program to qualified PDL detained at the Metro Bacolod District Jail- Female Dormitory, Metro Bacolod District Jail-Male Dormitory, and Metro Bacolod District Jail-Male Dormitory Annex.
DepEd-Bacolod City will deploy qualified ALS teachers to conduct face-to- face learning sessions for school year 2026-2027.
It will also assign education specialists to monitor program implementation and ensure that educational standards and operational protocols are consistently observed.
For its part, the BJMP-NIR, through the concerned jail wardens, will provide appropriate classroom facilities, internet connectivity, instructional and office supplies, and the necessary security arrangements to ensure a safe learning environment for both teachers and learners.
The district jails will assist in the enrollment of learner-participants by facilitating the completion of documentary requirements and serving as a distribution and collection center for learning modules and other educational materials.
In April this year, 253 PDL of the BJMP-NIR graduated under the ALS senior high school program.
The Metro Bacolod District Jail-Male Dormitory Annex recorded the highest number of graduates with 79.
Metro Bacolod District Jail-Female Dormitory had 36 graduates, while Metro Bacolod District Jail Male Dormitory listed 26 graduates.*PNA
