Bacolod Council to review technical aspect of proposed waste deal with Victorias

The Bacolod Sangguniang Panlungsod Committee on Laws, Ordinances, and Good Government will conduct a consultation on the technical aspects of a recommendation to authorize the signing of a Memorandum of Agreement (MOA) that  would allow Victorias City to deliver its residual waste to the Bacolod sanitary landfill in Barangay Felisa, Councilor Al Victor Espino said Sunday, July 5.

The Solid Waste Management Board of Bacolod City has already approved Victorias’ request to dispose of its residual waste at the sanitary landfill, and the proposal has been submitted to the City Council.

Lara Ann Garcia, officer-in-charge of the Victorias City Environment and Natural Resources Office, said the residual waste they are seeking permission to deliver to Bacolod will only amount to one mid-sized compactor truck—with a capacity of six to eight cubic meters—once a month.

Allowing other areas to dispose of residual waste in larger cities is a practice also done in other areas, such as Metro Manila, Espino said.

“Judging by the comments of the people on social media, they don’t understand the concept of it… they are just making comments out of ignorance, sorry to say,” Espino said.

“Victorias will have to compensate for the use of the facility, which we will have to determine”, he added.

Meanwhile, a newly formed group called Alyansa Kontra Basura (AKB)—representing workers in the formal and informal sectors, vendors, drivers, students, and residents of Bacolod City—issued a statement Sunday vehemently opposing the proposed MOA between Victorias City and Bacolod City.

The Alyansa Kontra Basura vowed to campaign for the total rejection of the agreement.

Wennie Sancho, one of the AKB convenors, argued that the MOA is grossly disadvantageous to the people of Bacolod City, particularly to the residents of Barangays Felisa and Handumanan.*
