SP sets Nov.1 special session for Bacolod’s P3.2B budget

The Bacolod Sangguniang Panlungsod will hold a special session to deliberate on the proposed P3.250 billion budget of Bacolod City for 2022 on November 1, Vice Mayor El Cid Familiaran said Thursday, October 28.

It was supposed to have been deliberated on during the SP regular session on Wednesday for approval on second reading, Familiaran said.

However, a special session on All Saint’s Day was set because some councilors wanted to study the budget first, he said.

The budget needs to be approved on second and third reading to become final.

The SP had approved it on first reading on October 13.

The 2022 budget will focus on the city’s response to the COVID-19 pandemic, Familiaran said.

The proposed P3.250 billion budget is 25 percent higher than this year’s budget of P2.6 billion, Councilor Cindy Rojas, who heads the SP Committee on Finance, said earlier.

She attributed the budget increase to the National Tax Allotment (NTA), formerly the Internal Revenue Allotment, granted following the Supreme Court’s Mandanas ruling that raised local government’s shares of national taxes.

Rojas said P2,156,905,199 or 66 percent of Bacolod’s 2022 budget will come from the NTA and P1,093,094,801 or 34 percent will come from local revenues.

If all goes well the Bacolod 2022 budget could be approved by the first week of November, she said.*
