SP calls for strict enforcement of law vs. sale of rugby to minors

The Bacolod City Sangguniang Panlungsod approved a resolution calling on commercial establishments to strictly enforce the city’s “Rugby and Other Volatile Substances Ordinance”, Councilor Celia Flor said on Friday, August 18.

Flor said she filed the resolution, which was approved by the SP on Wednesday, to remind establishments against the sale of rugby and other volatile substances to minors.

The resolution states that the utilization of these volatile substances by children has been linked to a surge in criminal activities, with documented instances of theft, vandalism, and other antisocial behaviors.

City Ordinance 328 or the “Rugby and Other Volatile Substances Ordinance” requires all business establishments to seek written consent from the parent or guardian of a minor before selling volatile subtances to them and they should put up signage to warn the public about the ordinance.

Flor said she is also calling for a public hearing to discuss amendments to further strengthen the ordinance.

They will also hear other solutions from the stakeholders that could help them amend or possibly improve the ordinance to address the concern about minors under the influence of volatile substances, Flor said.

The councilor urged establishments to be vigilant in selling these substances.*
