OPA engineer sacked for ‘grave misconduct’

Negros Occidental Gov. Eugenio Jose Lacson has dismissed another employee of the Office of the Provincial Agriculturist for “two counts of grave misconduct based on substantial evidence”, Provincial Legal Officer Alberto Nellas Jr. said Thursday, September 7.

Dismissed was Engineer IV Jimbo Garsula of the OPA.

He was also meted the accessory penalties of cancellation of eligibility,
perpetual disqualification from holding public office, barring from taking civil service examinations, and forfeiture of retirement benefits, the dismissal order states.

Nellas said Garsula was found guilty of grave misconduct for the misuse of a government vehicle and for uttering derogatory remarks to the head of the Capitol Cab Service.

On July 15, 2022, Garsula utilized the Capitol Cab’s Toyota Innova owned by province of Negros Occidental when he and his OPA staff had a meeting at the Victorias City Hall.

When the meeting was over he and his coworkers refused to head back to the Provincial Capitol and instead engaged in a drinking spree at a Victorias restaurant, violating the Travel Order issued to them, the dismissal decision said.

Garsula also maligned Mario Pequit, Capitol Cab Service head, in a phone call by uttering derogatory and disrespectful remarks, it added.

“Respondent repeatedly stressed and admitted that socializing and engaging in a drinking spree is necessary to effectively implement projects of the provincial government” and denied maligning the Capitol Cab Service head, the order said.

Garsula could not be reached by DIGICAST NEGROS for comment Thursday night.*
