
The Land Transportation Office–Negros Island Region on Thursday, April 23, announced that it will standardize enforcement against illegal mufflers and excessive vehicle noise following complaints of inconsistent implementation.
LTO said modifications such as cutting, altering, or disconnecting mufflers remain prohibited under Section 34(j) of Republic Act 4136 or the Land Transportation and Traffic Code and Department Order No. 2010-32.
The agency clarified that aftermarket mufflers may only be allowed if they comply with Department of Trade and Industry standards and carry a valid Philippine Standard (PS) mark or Import Commodity Clearance (ICC) sticker, and do not produce excessive or unreasonable noise.
Mufflers that fail to meet these requirements or exceed allowable noise levels under Memorandum Circular No. 2020-2240 will be subject to penalties.
Under the directive, law enforcement officers are required to follow uniform procedures in sound level testing, with apprehensions for excessive noise to be supported by proper testing and documentation.
OIC Regional Director Jeck Conlu urged motorists in the region to comply with regulations to help maintain peace and order on the roads.
