LTO-NIR issues show-cause order to operator of viral overloaded modern jeepney in Bacolod

The Land Transportation Office–Negros Island Region has issued a show-cause order to the operator of a modernized jeepney that went viral for allegedly overloading passengers outside the Panaad Park and Stadium in Brgy. Alijis, Bacolod City.

LTO–NIR Acting Regional Director Jeck Conlu said on Thursday, Jan. 29, that the incident recorded on Tuesday involved a jeepney plying the the Alijis–Central Market route exceeding its authorized passenger capacity.

The video circulating on social media also showed a heated exchange between the conductor and a passenger, raising concerns on passenger safety and proper conduct.

The vehicle, registered under MBMJ and UY Transport Services Inc., is now under administrative inquiry for possible violations of Republic Act No. 4136, including overcapacity, reckless driving, discourteous conduct, and non-compliance with franchise conditions.

LTO–NIR directed the operator and the conductor to appear at its regional office in Brgy. Mansilingan, Bacolod City, within five days to submit a verified written explanation.

The agency said failure to comply will prompt the continuation of administrative proceedings, which may result in fines, suspension, or other sanctions as provided by law.

The LTO–NIR reminded public utility vehicle operators and personnel that passenger safety, lawful operation, and proper service are non-negotiable.

On Thursday Bacolod Traffic and Transport Management Department head Reuben Mikhail Sabig and LTO-NIR representatives met with the transport service operator, the driver, and conductor.

The transport operator has pledged full compliance with legal proceedings and is conducting an internal investigation, stating they do not tolerate lapses in staff conduct or safety protocols.

Mayor Greg Gasataya said “this will serve as a warning and, at the same time, a wake-up call to those of us in government to improve our services and intensify the implementation of traffic rules.”

Sabig said BTTMD will soon hold refresher seminars for all modernized jeepney operators and drivers to reinforce traffic regulations and passenger safety rights.

The public is encouraged to report similar incidents by taking photos or videos and tagging the BTTMD, LTO, or the relevant transport management office, he said.

“As passengers, you have the right to demand safety. When a vehicle is at full capacity, operators are prohibited from congesting the unit further,” Sabig said.*
