Gov. Eugenio Jose Lacson issued a memorandum to the 31 mayors of Negros Occidental Tuesday, June 15, setting the guidelines to improve and speed up the COVID-19 vaccination roll-out in the province.

A simultaneous mass vaccination drive of 13,000 Negrenses in all 31 cities and towns of Negros Occidental will be held Thursday and Friday, June 17 and 18.

The guidelines state that immediately upon receipt of the vaccines from the Department of Health (DOH), the Provincial Health Office (PHO) will schedule the vaccine roll-out to all 31 Local Government Units (LGUs) in Negros Occidental.

The schedule shall in no case be later than three days from receipt of the vaccines, Lacson said.

The official list of vaccine allocation per LGU will be disseminated to all mayors and their health officers, the governor said.

Upon receipt of the vaccination schedule and vaccine allocation, all mayors and health workers must prepare their vaccination venue, vaccination team and vacinees, he added.

They should also upload the names of all vacinees to the designated DOH website, and submit the list of vacinees to the PHO at least one day before the vaccination date.

On the vaccination date, all efforts should be exerted to administer all vaccines delivered within the same day. In case there are deferred cases, substitute vacinees will be allowed, Lacson said.

All waste materials should then be disinfected for transport to the DOH, he added.

The PHO should turn over vaccines only to LGUs that are ready with their vaccination venue, vaccination team and vacinees, the governor said.

The PHO will monitor the vaccination process through the nurses assigned by the Hospital Operations Department, he added.

The PHO should also complete all reports and validate data, and deliver all waste materials to the DOH designated Center, Lacson said.*
