Flor pushes ordinances on AIDS, animal welfare, sexual exploitation

Members of the Bacolod Sangguniang Panlungsod approved on first reading three proposed ordinances on the prohibition of online-sexual exploitation of children, strengthening of the local AIDS Council, and the establishment of animal welfare desks in all barangays, during their   regular session, Wednesday, May 8. 

The proposed ordinances were all authored by Councilor Celia Matea Flor, who is the committee chairperson on Women, Gender, Family and Childcare, Laws, Ordinances, and Good Government.

Among the prohibited acts stipulated at the proposed ordinance are online child sexual abuse material, grooming of children for sexual purposes, live-streaming of sexual abuse, sextortion, among others. 

The ordinance is also proposing to make available services to victims of any form of child sexual abuse and exploitation, including emergency shelter or appropriate housing, alternative family-based care, counselling, free legal services, medical services, livelihood and skills training, educational assistance, and support services. 

It will also form the City Inter-Agency Council Against Online Sexual Abuse and Exploitation of Children. 

Also approved on first reading is the proposed ordinance promulgating policies and measures for the prevention, treatment, care, and support of HIV and AIDS in Bacolod City and strengthening the Bacolod City Local AIDS Council and appropriating funds.

This will repeal City Ordinance 468 approved in 2008.

Flor’s proposed ordinance mandating barangay councils in Bacolod City to establish animal welfare desks in their premises to cater to animal abuse cases and reports was also approved on first reading.

If approved the ordinance will be called “Animal Welfare Desk Ordinance of Bacolod City”.*
