Estonian declared persona non grata in Dumagete faces deportation

An Estonian national was arrested and served a mission order for deportation by the Bureau of Immigration in Dumaguete City, Negros Oriental, after being declared an undesirable alien and persona non grata.

Immigration agents from Region 7 and the Bureau of Immigration central office served the mission order against Siim Roosipuu on Wednesday, Jan. 14, in Brgy. Cantil-e, Dumaguete City.

Immigration authorities said the order was issued for violation of the Philippine Immigration Act of 1940, with deportation proceedings now underway.

The Bureau of Immigration said Roosipuu was also found overstaying in the country with an expired visa.

Earlier, the Anti-Cybercrime Unit of the Philippine National Police served a search warrant against Roosipuu in connection with a complaint filed by a resident of Brgy. Bagacay for alleged violation of Republic Act No. 9995 or the Anti-Photo and Video Voyeurism Act of 2009.

During the regular session of the Dumaguete City Council on Tuesday Roosipuu was declared persona non grata through a resolution filed by Councilors Renz Maccion and Antonio Remollo.

The resolution cited Roosipuu’s social media posts and videos that allegedly demeaned Filipinos, including Filipino men, transgender persons, and single mothers.

In one video cited by the council, Roosipuu was allegedly seen mocking Filipino men and referring to them as “monkeys.”

The city council also noted allegations from multiple individuals who claimed they were harassed, deceived, or exploited in audio-visual content produced by the foreign national.

Copies of the resolution were furnished to the National Bureau of Investigation, Philippine National Police, Department of Foreign Affairs, Bureau of Immigration, and the Embassy of the Republic of Estonia.

Immigration officials said Roosipuu’s arrest was administrative in nature and not related to a criminal conviction.

Authorities said further proceedings will determine the timeline for his deportation.*
