EMB sets public hearing in Bago for 150-MW wind power project

The Environment Management Bureau-Department of Environment and Natural Resources Environment in Negros Island Region (EMB-DENR NIR) will hold a public hearing on April 1 for the 150-megawatt wind power project being proposed by the Bago Negros Energy Corporation (BNEC) in seven barangays across Bago City in Negros Occidental.

“The public hearing aims to achieve efficient exchange of information and views between and among the project proponent, the EMB-DENR, relevant agencies, local government units and other stakeholders on environmental impacts of the proposed project currently applying for environmental compliance certificate,” the EMB-DENR NIR said in a notice posted on Facebook on Friday.

The activity will be held starting 9:30 a.m. at the covered court of Barangay Sampinit, one of the villages covered by the proposed PHP9.78-billion project.

The six other barangays are Taloc, Calumangan, Busay, Lag-asan, Balingasag and Napoles.

BNEC proposes to construct and operate 23 wind turbine generators (WTGs) with a total installed capacity of 150MW “aimed at strengthening power supply in the Visayas grid and supporting the national renewable energy roadmap”.

Barangay Napoles, where a substation will also be located, will host 10 WTGs; Busay, seven; Calumangan, three; and one each for Taloc, Sampinit and Lag-asan.

In the project’s executive summary, BNEC General Manager Yaowapa Klaonopparat is named as the proponent’s representative.

The public scoping for the proposed project held in October last year provided an overview of the proposed project, gathered issues and concerns, and other relevant information to provide the scope of work and terms of reference for the preparation of the environmental impact statement (EIS).

A copy of BNEC’s EIS report, prepared by Green Development Sustainable Solutions Inc., the project consultant, is attached by the EMB-DENR in the notice of public hearing.*
