
The Bacolod City government is investigating the alleged mass falsification or tampering of pay slips of 32 employees of the General Services Office (GSO) to obtain Government Service Insurance System (GSIS) loans.
City Legal Officer Karol Joseph Chiu asked Erman M. Aguirre, Human Resource Management Officer, to submit the certified true copies of GSIS loan documents, which includes the loan applications and payslips of the 32 employees.
“This request is made in aid of the fact-finding, clarificatory, and due process requirements of the preliminary administrative inquiry being undertaken by the City Legal Office, and without as yet making any conclusion as to administrative liability on the part of any person”, Chiu said.
Aguirre was asked to submit the certified documents and written report to the City Legal Office within a period of five days from receipt of Chui’s letter Nov. 14 to enable the timely evaluation of the incident report and related records.
Gilda F. Luisma, City General Services Officer of Bacolod, said in an incident report that there is a possibility that someone used manipulated pay slips to get loans from the GSIS.*
