
The Bacolod Sangguniang Panlungsod has approved a resolution urging the Bacolod City Police Office (BCPO) to conduct a swift and thorough investigation into the killing of Jonel Besaña, while simultaneously demanding intensified efforts to resolve other outstanding unsolved killings in the city.
Authored by Councilors Caesar Distrito and Pao Sy, the measure calls on PCol. Eugene Rebadomia, Bacolod Police Director, and his personnel to address growing public anxiety fueled by recent shooting incidents involving motorcycle-riding assailants.
The council’s action was prompted by the brazen nature of the attack on Besaña, a resident of Barangay Singcang-Airport with no known enemies, who was shot near SM City Bacolod while waiting for his wife, a press release from Distrito on Monday, April 20, said.
The fact that the incident occurred in a high-traffic area near Police Station 1 has raised alarms regarding the boldness of criminal elements, Distrito said.
Distrito emphasized that such violence shakes the community’s sense of security.
Councilor Sy noted that leaving these crimes unresolved erodes public trust and emboldens offenders.
In its resolution, the City Council underscored the need for transparency and immediate results, directing the BCPO to identify and apprehend the perpetrators without delay.
Beyond the Besaña case, the resolution mandates a review of intelligence operations and an increase in police visibility in public places to deter further violence.
