
The Sangguniang Panlungsod of Bacolod has approved a resolution expressing its strong support for pending legislative measures in the 20th Congress aimed at reducing the cost of solar panels, rooftop solar systems, and other renewable energy technologies.
The resolution authored by Councilor Caesar Distrito also appeals to Congress, through Deputy Speaker Alfredo Abelardo “Albee” Benitez, to prioritize the passage of bills that would make solar energy more affordable and accessible to Filipino households, businesses, schools, and government institutions.
The measure cites the country’s persistently high electricity rates, among the highest in Southeast Asia, and recognizes the need to expand access to renewable energy as a practical solution to lowering electricity costs while strengthening the country’s energy security, Distrito said Monday, July 13.
Among the reforms endorsed by the City Council are measures to reduce taxes and other costs associated with solar energy systems, simplify permitting and installation requirements, expand financing and government incentive programs, strengthen the implementation of net-metering policies, and encourage wider adoption of renewable energy technologies.
Distrito said the initiative seeks to make clean energy a realistic option for ordinary Filipinos rather than a technology available only to those who can afford the high initial investment.
“Making solar energy more affordable means helping families reduce their monthly electricity bills while allowing businesses to lower operating costs. These reforms can also attract investments, create jobs, and strengthen our transition toward a more sustainable energy future,” Distrito said.
He added that wider adoption of solar energy would help lessen the country’s dependence on imported fossil fuels while contributing to the reduction of greenhouse gas emissions and the achievement of the Philippines’ climate and sustainable development commitments.
The approved resolution likewise underscores Bacolod City’s commitment to promoting sustainable and resilient communities through renewable energy initiatives that provide long-term economic and environmental benefits.
Copies of the resolution will be transmitted to Deputy Speaker Benitez, the Senate of the Philippines, the House of Representatives, the Department of Energy, the Energy Regulatory Commission, the Department of Trade and Industry, the Department of Finance, and other concerned government agencies for their information and appropriate action.*
