Bacolod sanitary landfill recognized as model facility, EMB official says

An Environmental Management Bureau (EMB) official has cited the Bacolod City Sanitary Landfill in Barangay Felisa as a model facility, and a benchmark for waste management not only in the Negros Island Region but across the entire country.

EBM Regional Director Vicente Losbañes of the Department of Environment and Natural Resources Negros Island Region cited the city’s strict implementation of technical standards—including leachate treatment, slope stabilization, and seasonal gas emission testing—as the primary drivers behind its success, a press release from the Bacolod City Communications Office (BCCO) said Tuesday, April 14.

Mayor Greg Gasataya welcomed the recognition, attributing the facility’s achievement to a unified effort across city departments to uphold environmental laws.

As the only landfill in the region operating under a Public-Private Partnership (PPP), the site manages a daily capacity of 900 metric tons of garbage. Although Cell No. 4 was initially expected to reach its limit by February 2026, the city has implemented engineering interventions to prolong its viability until the completion of Cell No. 5, the BCCO said.

Bacolod Environment and Natural Resources Office (BENRO) head Allyn Luv Dignadice said that maintaining this standard requires constant collaboration among the City Engineer’s Office, the Office of the Building Official, and planning departments.

While technical management remains a priority, Dignadice reminded residents that the landfill’s longevity ultimately depends on the community, urging locals to practice waste segregation at the source to reduce the city’s residual waste footprint.*
