12 NIR LGUs still operate open dumpsites: DENR

There are 12 local government units in the Negros Island Region (NIR) that continue to operate open dumpsites, a Department of Environment and Natural Resources (DENR) official said.

Republic Act 9003, known as the “Ecological Solid Waste Management Act of 2000,” provides the policy framework for the systematic, comprehensive and ecological solid waste management in the country and Section 37 mandates the closure of open dumpsites, DENR NIR Regional Director Charlie Fabre said in a report to the Regional Development Council last week.

LGUs were required to convert their open dumpsites into controlled dumpsites within three years from the effectivity of the law, and to fully discontinue the use of a controlled dumps within five years.

He said there are seven LGUs in Negros Occidental that still operate open dumpsites and five in Negros Oriental.

The seven in Negros Occidental are Binalbagan, San Enrique, Valladolid, Isabela, Don Salvador Benedicto, Cauayan and EB Magalona, Fabre said.

The five in Negros Oriental are Guihulngan City, Jimalalud, Bindoy, Sibulan and Bacong.*
