Travelers with city vax cards exempted from RT-PCR tests

Only persons fully vaccinated against COVID-19 at Bacolod vaccination centers will be allowed to travel back into the city from other parts of the country without negative reverse transcription polymerase chain reaction (RT-PCR) test results, an Emergency Operations Center (EOC) official said Monday, July 12.

All they need to do is present a valid Bacolod City issued vaccination card and have an S-PaSS account, Dr. Chris Sorongon, EOC deputy for medical data and analysis, said.

The rest of the travelers into the city without Bacolod vaccination cards will be required to present negative COVID-19 RT-PCR test results with 72-hour validity from point of origin, he said.

Sorongon said as of July 9 there were 64,184 Bacolodnons who had received COVID-19 jabs, of which 14,177 are fully vaccinated.

City Administrator Em Ang said they will only exempt fully vaccinated individuals with Bacolod issued vaccination cards from negative RT-PCR test results. “This is because Bacolod issued vaccination cards are verifiable from our end and cannot be faked,” Ang said.

However, when the vaccination information management system of the Department of Information and Communications Technology is operational , they may allow persons who were fully vaccinated elsewhere to enter the city without any RT-PCR test results, she added.
Negros Occidental allows all fully vaccinated individuals to enter the province without negative RT-PCR test results.

Ang said the COVID-19 infection rate in Bacolod City is still quite high, and isolation facilities and hospitals still have high occupancy rates.

The Department of Health said on Monday said that Bacolod City is still a moderate risk area for COVID-19 and Negros Occidental is a low risk area.*
