
The Sangguniang Panlungsod approved two ordinances creating a Plaza and Parks Management Board, and regulating the use of posts by electric and telecommunication firms in Bacolod City on third and final reading on Wednesday, August 2, Vice Mayor El Cid Familiaran said.
Approved was the ordinance regulating the construction, installation and maintenance of electric and or telecommunication, cable television posts, and towers, owned by public utility companies that are erected on government or private lots along government streets, roads, highways or alleys, and imposing a mayor’s permit fee.
The ordinance was authored by councilors Vladimir Gonzalez and Renecito Novero.
Also approved was the ordinance creating the
Bacolod City Plaza and Parks System Management Board, otherwise known as the Plaza and Parks Management Board, proposed by councilors Gonzalez, Jason Isidro Villarosa and Em Ang.
The ordinance regulating the construction of poles, posts, and towers states that is necessary to prevent them from being hazards to traffic, the safety of the public, and a nuisance to the panorama or skyline of the city.
It also imposes a Mayor’s Permit Fee of P1,000 per year for each post used by electric, telecommunication and cable television firms in the city.
Firms that violate the provisions of the ordinance will be penalized.
The penalties are a P2,000 fine for the first offense, P3,000 fine – second offense, P4,0000 fine – third offense and P5,000 or imprisonment of not more than one month nor more than six months, or both, upon the discretion of the court for the fourth offense.
This ordinance will take effect 15 days after its publication in a newspaper of general circulation in Bacolod City.
The Plaza and Parks Management Board ordinance states that it shall be responsible for formulating policies, programs and plans, and courses of action for the development, improvement and maintenance of all public parks, plazas, monuments and memorials, promenades, center islands, heritage sites, protected areas, conservation areas, and similarly situated public properties, assets, and sites in Bacolod City.
The Board shall formulate plans and programs consistent with of Article 11 Section 16 of the Constitution that provides that the State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature, the ordinance states*
