
Negros Occidental Provincial Administrator Rayfrando Diaz has issued a Show Cause Order against a section head of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) following allegations of professional misconduct.
In a memorandum dated March 18, Diaz directed the section head to explain why no administrative, civil, or criminal cases should be filed against her.
Diaz, in the show cause order, said his office received reports from drivers of the PDRRMO that, in a group chat, the section head used “offensive and inappropriate language” and made statements that disparaged the competence and qualifications of her co-employees.
She also allegedly casted “doubt upon the authority and discretion of the provincial government in the hiring and selection of personnel within the PDRRMO”.
The show cause order also said she allegedly encouraged PDRRMO personnel to resign from the service, promoting disruption within the office and undermining the stability of its operations.
“Such actuations, if established, constitute insubordination and reflect a willful disregard of established authority, tending to undermine workplace harmony, erode respect among personnel, and impair the efficient delivery of public service”, the show cause order said.
Under the 2025 Rules on Administrative Cases in the Civil Service (RACCS), she was given five days from the receipt of the order—which was officially served on March 24 — to submit a written explanation or a counter-affidavit.
Failure to comply with the deadline will be considered a waiver of her right to be heard, allowing the provincial government to proceed with a preliminary investigation, the show cause order said.*
