San Enrique removing garbage dumped in Pulupandan: mayor

San Enrique Mayor Jilson Tubillara said on Wednesday, September 14, that he has ordered the immediate removal of the garbage from his town that was dumped on private property in Pulupandan, Negros Occidental.

Tubillara said it was not just San Enrique that dumped garbage in Pulupandan, Valladolid town, also did the same.

San Enrique is removing its garbage and Valladolid will also have to remove what it dumped in the area, Tubillara said.

Valladolid Mayor Enrique Marivalles could not be reached for comment.

Pulupandan Mayor Miguel Antonio Peña on September 2 ordered Novo Torres to cease and desist from further operating an illegal open dumpsite within his property at Barangay Palaka Sur, Pulupandan, in violation of Republic Act 9003 or the Solid Waste Management Act of 2000.

Pulupandan Municipal Environment and Natural Resources Office officer-in-charge and sanitary inspector, Mila Lourdes Tandoy, said earlier that they learned that the garbage at the dumpsite was coming from San Enrique.

They were informed that San Enrique was dumping garbage two to three times a week since December 2021, and among the garbage was medical waste, she said.

Peña found out about the presence of the illegal dumpsite on September 2 and immediately ordered its closure, Tandoy said.

The mayor said Pulupandan is willing to assist the San Enrique municipal government in retrieving its garbage, she said.

Tubillara said he has already spoken to Peña and ordered the removal of the San Enrique garbage from the dumpsite.

He said it was the owner of the land who had asked them to fill up his property in Barangay Palaka Sur and that they only dumped garbage there “once in a while”.

Tubillara said it was not an open dumpsite but a controlled dumpsite because every time garbage was dumped it was covered up.

He admitted there was no existing memorandum of agreement on the dumping of the garbage in Pulupandan.

Tubillara also denied that San Enrique dumped medical waste at the site.

San Enrique is now segregating its waste, and has a shredder provided by Senator Cynthia Villar, Tubillara said.*
