
A 36-year-old man was shot and arrested by responding policemen after he stabbed a 21-year-old individual and tried to attack a police officer at Rizal Street in Brgy. 3, San Carlos City, Negros Occidental, on Sunday afternoon, July 27.
Police said the suspect, identified as Roy Mosquera alias “Bulljack,” forcibly entered the home of the Sotes family in Barangay 3 and stabbed Jomenel Sotes in the back around 12:45 p.m.
The victim’s mother, Jocelyn, sustained a hand injury when she tried to intervene and later ran to the San Carlos City Police Station to seek help.
Responding SWAT officers encountered Mosquera still armed with two knives inside the residence.
During their attempt to arrest him, he reportedly lunged at one of the officers, PCpl. Nelson Caballero.
The officer was forced to shoot the suspect in the left knee to subdue and arrest him.
Both the suspect and the victims were rushed to the San Carlos City Hospital and Mosquera was later charged with frustrated murder and direct assault on a person in authority.
The Police Regional Office–Negros Island Region (PRO-NIR) confirmed in a press release that the operation is under investigation to determine whether responding personnel followed proper protocol.
Body-worn camera footage from the scene has been submitted as part of the official probe and the police also recovered the two knives used in the assault.
PRO-NIR Director Brig. Gen. Arnold Thomas Ibay emphasized the importance of protective gear for police officers, especially during volatile incidents.
“Situations like these remind us of the unpredictable nature of law enforcement duties. Wearing proper protective equipment is not just a regulation — it’s a life-saving measure,” Ibay said.
