No Capitol move to Talisay, PAC to remain in Bacolod

The close to P1 billion new Negros Occidental Provincial Administration Center (PAC) will be built at Aguinaldo Street in Bacolod City as originally planned and not in Talisay City, Gov. Eugenio Jose Lacson announced on Wednesday, June 15.

The provincial government offices will no longer be transferred to Talisay City, he said.

That is because the winning contractor, Dynamic Builders headed by Ricardo Yanson Jr., is not willing to go through a rebidding of the project for it to be constructed in Talisay City as required by the Government Procurement Policy Board, Lacson said.

The seven-storey PAC building that will house provincial government offices will be built behind the old PAC.

He has given the green light for the start of the construction of the new building, Lacson said.

“I already signed the instructions, so they should start, “he stressed.

“We will be monitoring them every month…the timeline for its construction is three years”, he said, adding that the price of the building could increase.

The area where the old PAC is located has been leased by Dynamic Builders for the construction of a multi-use commercial building.

He will have to ask Dynamic Builders if it will proceed with its lease, Lacson said.

Lacson said they will have to study what to do with the provincial government property in Talisay City where they planned to build the PAC, so that they can also create economic activity in that area.

He will also discuss the traffic situation at the Capitol and PAC area with Bacolod mayor-elect Alfredo “Albee” Benitez, Lacson said.*
