Mayor Evelio Leonardia issued Executive Order No. 35 Wednesday, June 30, placing Bacolod City under General Community Quarantine (GCQ) in July, and naming businesses not allowed to operate.
The movement of all persons will be limited to accessing goods and services from permitted establishments, for work or for such other essential activities authorized by the national and local rules on quarantine, he said.
Leonardia said Executive Order No. 31 issued on June 6 is adopted in EO 35 with the amendment that it is now mandated, and not merely strongly advised, that Church/religious gatherings for holy mass, prayers, worship services and other similar activities, should be at a maximum of 30 percent of the venue capacity.
Gatherings outside of residences will be prohibited, except for those essential for the provision of health services, government services, or humanitarian activities authorized by the appropriate government agency or instrumentality, he said.
The mayor said gatherings at residences with any person outside of one’s immediate household will also be prohibited.
Gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 will be allowed up to 30 percent of the venue capacity, he added.
Visits to memorial parks, cemeteries, and columbaria will be limited to not more than ten persons per group and not exceeding 30 percent of the venue capacity.
BUSINESSES NOT ALLOWED
Leonardia said businesses not allowed to operate are:
*Entertainment venues with live performers such as karaoke bars, bars, clubs, concert halls, theaters, and cinemas;
*Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, and similar venues;
*Amusement parks or theme parks, fairs/peryas, kid amusement industries such as playgrounds, playrooms, and kiddie rides;
*Casinos, horse racing, lottery and betting shops, and other gaming establishments, except as may be authorized by the IATF or the Office of the President for the purpose of raising revenue for the government;
*Traditional cockfighting and operation of cockpits, and
*Outdoor/indoor sports courts or venues for contact sports, scrimmages, games, or activities.
CURFEW HOURS
Daily curfew hours will continue to be observed from 10 p.m. to 4 a.m., the mayor said.
LIQUOR BAN
The sale of liquor, wine, beer or any alcoholic or intoxicating beverage in public places will continue to be allowed only from 12 p.m. to 6 p.m., the mayor also said.
However, selling and consumption of alcoholic beverages in public places will continue to be totally banned, he added.
STAY-AT-HOME POLICY
Any person below 18 years old, over 65 of age, with comorbidities or other health risks, and pregnant women will be required to remain in their residences at all times, except for obtaining essential goods and services, for work or such activities permitted by the national and local governments, Leonardia said.
He also said indoor/outdoor dine-in services will be allowed to operate at a maximum 30 percent of their venue capacity.
BUSINESS HOURS
Leonardia also said 12-hour business operations are encouraged.
Offices of the Bacolod City government will operate at a minimum of 50 percent to 100 percent of its on-site capacity, in accordance with relevant rules and regulations issued by the Civil Service Commission, he added.
ON EDUCATION
Face-to-face or in-person classes for basic education will be suspended. The basic education sector should operate in accordance with the guidelines of the Department of Education.
Limited face-to-face or in-person classes for higher education and technical vocational education and training may be allowed, subject to the guidelines of the Commission on Higher Education and the Technical Education and Skills Development Authority.
UNIFORM TRAVEL PROTOCOLS
Resolution No. 101, Series of 2021, dated February 26, 2021 issued by the National Inter-Agency Task Force to provide uniform protocols by way of land, air, and sea travel will be observed and enforced in Bacolod City, Leonardia said.
In addition, upon arrival, all passengers bound for Bacolod City must present the following documents at the Bacolod Travel Protocol Desk at the Bacolod-Silay Airport or at any of the seaports of the city:
*A negative RT-PCR test result which must have been obtained within 72 hours prior to and upon arrival in Bacolod City for its validity except for national government agency-APORS who will be exempted from this requirement;
*Online BaCTrac registration;
*Online Health Declaration;
*SPass;
*Travel Coordination Permit; and
*Valid personal ID
Transportation from the Bacolod-Silay Airport to an unloading point in Bacolod City will be provided by the Bacolod City government, Leonardia said.*
