Some functions of the Land Transportation Franchising and Regulatory Board will be devolved to the provincial government and other local government units, Negros Occidental Gov. Eugenio Jose Lacson said on Wednesday, January 31.
This will include the provincial government’s having a say in the granting of franchises for new routes of public utility vehicles on national highways in the province, he said.
The city governments will also have a say on the granting of new franchises fore new routes within their jurisdictions, he said.
The governor said he thinks it will be over 20 months before such functions are totally devolved.
Ma. Josette Abellar, OIC Chief Transportation Development Officer of LTFRB Region 6, and Rochelle Mae Amar, Focal Person of Public Utility Vehicle Modernization Program (PUVMP), met with the governor at the Capitol this week to update him on the LTFRB regulations, including the Local Public Transport Route Plan for the province, for more efficient public land transportation services.
In general they were just telling the LGUs to be prepared because some functions will already be devolved, Lacson said.*
