The dismissed Negros Occidental assistant provincial administrator has filed a complaint before the police for the alleged refusal of security personnel to allow her into the Capitol building in Bacolod City on Tuesday morning, March 8.
Ma. Mina Pellejo, in her complaint lodged at Bacolod Police Station 2, said she wanted to go to the Negros Occidental Sangguniang Panlalawigan office at the Capitol in Bacolod City to get the transcript of the stenographic notes concerning her administrative case but was not allowed into the building by a guard.
The guard said he was just following the instructions of the head of the Safety and Security Division, she added.
However, she was later allowed in on the intervention of another person, Pellejo said.
Pellejo told the police she decided to have the incident recorded because it was the second time she was prevented from entering a government building by the Capitol guards.
The first incident happened on February 28, when she was prevented from entering the Negros Residences to get the copy of the decision against her.
Governor Eugenio Jose Lacson had dismissed Pellejo from the service for grave misconduct and gross neglect of duty, Provincial Legal Officer Alberto Nellas Jr. said on March 2.
The order dismissing Pellejo, who also was former Negros Occidental Comprehensive Health Program (NOCHP) head, was served on February 24.
Pellejo denied committing any unlawful act and said she will seek other remedies under the law.
The decision against Pellejo said while she headed the NOCHP it incurred a total expenditure of P86.4 million for 2019 causing it to suffer an excess of P1.6 million of its annual budget for that year.
It also said NOCHP had total accounts payable to hospitals, outside pharmacies and refundables to patients of P26.7 million for 2019.*
