House committees pass Kiko’s bills for two RTC branches, PRC center

Rep. Jose Francisco “Kiko” Benitez (Neg. Occ., 3rd District) said two House committees approved three bills for the Third District of Negros Occidental on Wednesday, February 8.

House Bills 1448 and 2334 creating new Regional Trial Courts (RTC) for Silay and Victorias cities were approved by the Committee on Justice.

House Bill 2332 establishing a Professional Regulation Commission Service Center in Victorias was approved by the House Committee on Civil Service and Professional Regulation.

Benitez, in seeking the creation of new RTC branches in Silay and Victorias, said the 1987 Constitution guarantees the right of all persons to speedy disposition of cases before all judicial, quasi-judicial, or administrative bodies.

However, the clogging of court dockets hampers the delivery of justice, contributing to the tragedy best expressed in the maxim, “Justice delayed is justice denied”, he said.

He said as of July 2019, the caseload of RTC Branch 40 in Silay City was 1,268. On one hand, the caseload of RTC Branch 69 in the same city was 881.

The ideal number of cases per court is 300-450, he said.

He also noted that the number of cases from Victorias City alone, docketed in the two RTC branches in Silay City, is 660.

“The new RTC branches would prevent court congestion, improve the administration of justice in the Third District of Negros Occidental and strengthen the faith of our people in our justice system,” Benitez said.

Meanwhile, Benitez said a PRC Service Center in Victorias City will decongest the workload of the PRC Service Center in Bacolod City, and will benefit not only the Third District of Negros Occidental but also local government units in the north of the province.

This will enhance efficiency in the processing of applications, make transactions faster, and will lower travel cost for PRC clients, he said.*
