
Negros Occidental Governor Eugenio Jose Lacson has dismissed Anabelle S. Palic, former Provincial Human Resource Department head, from the service.
Provincial Legal Officer Alberto Nellas Jr. confirmed the dismissal order on Monday, July 7, stating that Lacson, acting as the disciplining authority, rendered the decision on June 13 based on the hearing officer’s recommendation and evidence on record.
Palic has since filed a motion for reconsideration, which is currently being resolved, Nellas added.
The June 13 decision found Palic liable, based on substantial evidence, for “oppression, conduct prejudicial to the best interest of the service, grave misconduct, and being notoriously undesirable.”
The dismissal carries accessory penalties, including the cancellation of eligibility, perpetual disqualification from holding public office, a bar from taking civil service examinations, and forfeiture of retirement benefits, the decision said.
The decision stemmed from complaint filed against Palic by the Progressive Alliance of Capitol Employees on July 6, 2021, alleging that she exhibited a “tyrannical attitude and inhumane treatment toward government employees.”
The complaint claimed this created a hostile work environment that severely impacted the welfare and morale of provincial government workers.
Palic has denied the accusations. She could not be reached for comment regarding the dismissal order.*
