Bacolod SP seeks inventory, valuation of city assets

The Bacolod Sangguniang Panlungsod has unanimously passed a resolution calling for a comprehensive inventory and valuation of all city assets, including land, vehicles, and equipment.

The resolution requests the General Services Office (GSO), in coordination with the Commission on Audit (COA), to conduct the full inventory and submit a consolidated report to the City Council, Bacolod Councilor Caesar Distrito said in a press release on Friday, Sept. 19.

Authored by Distrito, with co-authors Councilor Dindo C. Ramos and Councilor Celia Matea R. Flor, the measure aims to ensure proper management, transparency, and fiscal responsibility.

Distrito said a complete and updated inventory will “safeguard Bacolod City’s assets, prevent misuse or loss, and identify properties that may be developed to generate revenue or public benefit.”

Ramos said that knowing exactly what the city owns and where it is located is crucial for “accountability and transparency.”

Flor said that mapping and valuing assets will help the city better plan for infrastructure and social services.

The City Council noted that the lack of a unified inventory exposes the city to risks like unaccounted properties and foregone revenues.

The resolution aligns with the Local Government Code of 1991 and COA circulars that require regular inventory and valuation of government properties, the press release said.*
