Bacolod SP okays guidelines for rice aid distribution to all

The Bacolod Sangguniang Panlungsod on Wednesday, September 6, approved the guidelines for the distribution of rice assistance to all registered residents of Bacolod City, which is now under a state of calamity.

Bacolod Mayor Alfredo Abelardo Benitez on Tuesday said that the entire Bacolod City was affected by the Typhoon “Goring” rains and floods so P40 million has been allocated to provide assistance.

The SP on Wednesday okayed the Bacolod City Disaster Risk Reduction and Management Council (BCDRRMC) resolution for the distribution of emergency rice assistance of 2 kilos each to all registered residents on Saturday and Sunday, September 9 and 10.

The BCDRRMC resolution sets the rules and guidelines for the distribution of the assistance, which are as follows:

*All incumbent barangay officials and candidates for the Barangay and Sangguniang Kabataan Election will not be allowed in any manner, in all the processes of distribution of the emergency rice assistance;

*The Bacolod City Department of Social Services and Development (DSSD) will take the lead in implementing this program, to be assisted by the DRRMO and other BCDRRMC-member agencies;

*Volunteers are encouraged to assist the City of Bacolod in this undertaking, to be managed by the DSSD;

*All registered residents of Bacolod City based on the COMELEC Voters Registration List are qualified for rice assistance;

*The Bacolod City Public Information Office is tasked to come up with the information campaign materials in order to widely disseminate relevant information with regards to the program;

*Distribution Centers will be at 70 Bacolod public schools;

*Master lists of qualified beneficiaries will be posted at the distribution centers. Public Assistance Desk will be established to address issues and concerns at the distribution centers;

A special distribution center for the residents of Purok Progreso Village I and 2, Barangay Vista Alegre will be at the Regional Evacuation Center; and

The Community-based Monitoring System (CBMS) Survey Team will be given special access at the Distribution Centers in order to undertake geo-tagging of the qualified beneficiaries.
