Bacolod lifts liquor ban, shortens curfew hours

Mayor Evelio Leonardia has lifted the liquor ban in Bacolod City and set curfew from midnight to 4 a.m. in his order declaring the city under Alert Level 1 until March 15.

Curfew was previously from 11 p.m. to 4 a.m. in Bacolod City.

Leonardia, in Executive Order No. 9, Series of 2022 released Tuesday, March 1, said establishments, persons, or activities, except for some exceptions, will be allowed to operate at full on-site or venue seating capacity.

Minimum public health standards (MPHS) of social distancing, proper wearing of face masks, body temperature check and the use of the BaCTrac ID system at establishments patronized by the general public must be observed, he stressed.

The following activities will be limited to 80 percent out-door and 60 percent in-door seating/venue capacity for fully vaccinated individuals and those below 18 years old even if unvaccinated to avoid the abrupt shift to completely relaxed health and safety protocols:

*Venues for meetings, incentives, conferences, and exhibitions (MICE);

*Permitted venues for social events such as parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers;

*Visitor or tourist attractions such as libraries, archives, museums, galleries, exhibits, parks, plazas, public gardens, scenic viewpoints or overlooks, and the like;

*Amusement parks or theme parks;

*Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, skating rinks, archery halls, swimming pools, and similar venues;

*Cinemas and movie houses;

*In-person religious gatherings; gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 and for the cremated remains of the COVID-19 deceased;

*Dine-in services of food preparation establishments such as kiosks, commissaries, restaurants, and eateries, subject to DTI sector- specific protocols;

*Personal care establishments such as barbershops, hair spas, hair salons, and nail spas, and those offering aesthetic/cosmetic services or procedures, make-up services, salons, spas, reflexology, and other similar procedures including home service options, subject to the sector-specific protocols of the DTI;

*Film, music, and television production subject to the joint guidelines as may be issued by the DTI, DOLE, and the DOH;

*Contact sports approved by the Bacolod City Government where such games shall be held;

*Funfairs/peryas or kid amusement industries such as playgrounds, playroom, and kiddie rides;

*Venues with live voice or wind-instrument performers and audiences such as in karaoke bars, clubs, concert halls, and theaters; and

*Gatherings in residences with individuals not belonging to the same household.

On-site workers/employees of these establishments, or organizers of such activities must be fully vaccinated against COVID-19 and MPHS should be strictly maintained, the mayor said.

TRAVEL RULES

Inbound air and sea travellers who are fully vaccinated must present a BaCTrac ID and vaccination card.

Partially vaccinated an unvaccinated travelers must present a BaCTrac ID and negative Rapid Antigen Test results certified by a Department of Health, he added.

F2F CLASSES

The face-to-face classes for basic education shall be subject to prior approval of the Office of the President. The classes in college and graduate school categories may opt for a face-to-face modality, he said.

GOV’T OFFICES

Offices of the Bacolod City government shall revert to full on-site capacity. The work-from-home and other flexible work arrangements for the Bacolod LGU are deemed suspended until further advice, Leonardia said.

Unvaccinated government employees must present negative RT-PCR or RAT test results at their personal expense for on-site reporting every two weeks, he said.

Failure to present the required negative test result will be counted as an absence from work chargeable to sick and vacation leave credits or as leave without pay once sick/vacation leave credits are used up.

Offices of national agencies, the judiciary, and other independent constitutional commissions, on the other hand, may set their own on-site work capacities and rules, he added.*
