Albee still wants 3 Capitol consultants, says no need for bilateral agreement

Mayor Alfredo Abelardo “Albee” Benitez said on Thursday, September 15, that there is no need to sign a bilateral agreement of cooperation between Bacolod City and Negros Occidental.

Benitez said he has a very good working relationship with Negros Occidental Gov. Eugenio Jose Lacson, they agreed that there is no need for documentation and formalities.

“It is not necessary to put it in paper,” he said.

Councilor Al Victor Espino on Wednesday said there is a proposal for the Bacolod City government to enter into a memorandum of understanding (MOU) on cooperation with the Negros Occidental provincial government to strengthen bilateral relations.

Benitez said he will resubmit his proposal to the Bacolod Sangguniang Panlungsod to appoint three provincial government employees as consultants of the city government on a pro bono basis.

This is being done with the concurrence of the governor, he said.

The three proposed consultants are:

*Provincial Administrator Rayfrando Diaz Il for Administrative Matters and
Systems Review;

*Teresita Lopez Jalandoni Provincial Hospital chief Dr. Mary Ann P. Maestral for Health and Hospital Concerns; and

*Provincial Investment Officer Lucille Gelvolea for Special Projects and Economic Affairs.

Benitez said Bacolod and Negros Occidental’s close cooperation can be seen with the province’s participation in the city’s MassKara Festival in October.

Almost all 31 local government units of Negros Occidental are opening their booths at the Panaad Park in Barangay Mansilingan, Bacolod, for the MassKara, he said.

The Negros Occidental provincial government is set to release P100,000 in assistance for each LGU joining the MassKara sa Panaad, Diaz said.*
